James Carroll – Principal Attorney

At the Carroll Law Office, our legal services are backed by diverse knowledge and decades of hands-on experience. Our passion for upholding the law is reflected in our history of legal representation. You can see the roots of our commitment in the story of our principal attorney, James Carroll, who began practicing law in March of 2013.

James is a member of the California State Bar Association and the Sonoma County Bar Association. Prior to becoming an attorney, James worked as a paralegal for several well-known attorneys. He volunteered his skills at Legal Aid of Sonoma County, representing victims of domestic violence in court to obtain restraining orders. He also represented tenants facing evictions in mediation and in the courtroom. By the time he had graduated from law school, he had already represented hundreds of clients in many different courts of law.

Before becoming an attorney, Jim served as a Sergeant in the US Army’s 82nd Airborne Division and as a Drill Sergeant in the Army Reserves. Because he has also owned and operated small businesses, he now practices law with an understanding of the challenges faced by business people. He has experience with tax preparation and bookkeeping and was an accounting major at Sonoma State University, all of which helps him to understand and solve complex financial matters in family law.

With his diverse financial and legal background, James is well-equipped to help families address the many complicated issues that come up in family law and estate planning. C. Scott Malloy – Of Counsel

Mr. Malloy has been practicing Family Law since 2010. Prior to becoming a resident of Sonoma County., Mr. Malloy had a solo practice in Silicon Valley, Santa Clara County and volunteered as a member of the Modest Means Panel.

In 2014, Mr. Malloy moved to Santa Rosa and was an Associate Family Law Attorney at Beck Law for over 4 years. In November of 2019, Mr. Malloy began a solo practice and is of counsel with Carroll Law Office.

At Carroll Law Office, Mr. Malloy provides representation and services in the areas of Divorce and Legal Separation, Parentage Actions, Spousal & Child Support, Child Custody & Visitation, Property Division & Settlement, Restraining Orders, Modification and Enforcement of Prior Orders, Limited Scope Representation and Unbundled Family Law Services.

A divorce, separation, and other family related issues are difficult for anyone to experience. Mr. Malloy works with closely with his clients to help them understand the process and their options regarding all aspects of the case.

April Evans – Associate Attorney

April is a member of the California State Bar and the Sonoma County Bar Association. Prior to joining Carroll Law Office she served as court-appointed counsel in dependency cases, gaining a wealth of experience not only in litigation, but also in guiding clients through the legal process. 

Prior to becoming a member of the California Bar April volunteered in multiple legal aid clinics. She worked with veterans to enforce their rights,  assisted individuals in complex domestic violence cases to secure restraining orders, and successfully petitioned for criminal records expungement on behalf of victims of human trafficking, among other things. Being a person of diverse interest, April also worked on issues of business and finance.  

During her legal studies, April earned a Certificate of Alternative Dispute Resolution from Pepperdine’s award-winning Straus Institute in addition to a JD. This intensive focus on reaching fair and timely settlements on behalf of clients furthers April’s personal goal of serving client interests by resolving matters as quickly and amicably as possible.
